Executive Summary – Pocopson Township 2027 Budget
The 2027 Pocopson Township Budget reflects the Township’s continued commitment to fiscal responsibility, efficient service delivery, and the preservation of the community’s rural character. Following careful analysis and public review, the budget provides a financial framework that sustains essential municipal services, maintains infrastructure, and plans for long-term community needs.
Revenues for 2027 are projected to support core government operations without requiring an increase in real estate or earned income tax rates, as collections remain strong. The primary sources of revenue continue to be real estate taxes, earned income taxes, and fee-based services, supplemented by grant funding and state allocations.
Expenditure priorities for the coming year include required stormwater management inspections and projects, continued investment in public safety through support of local fire and emergency services, and maintenance of Township facilities and technology systems. The Township also remains focused on historic preservation, open space preservation and maintenance, maintaining recreational facilities, and complying with state mandates related to environmental protection and land use planning.
In 2027, the Township will continue with the updating of its Comprehensive Plan, which was last updated in 2014. The Township has been awarded a Vision Partnership Program Grant from the Chester County Planning Commission that will cover 60% of the costs associated with the plan update.
The Township will also be working on two additional grant-funded projects in 2027. The first is the installation of wayfinding signage, benches, and trash/recycling receptacles along the Township trail system through a mini-grant awarded by the Brandywine Conservancy. The second is the purchase of a mini-excavator for the Public Works Department, which is funded through a Local Share Account (LSA) grant awarded to the Township.
Capital projects planned for 2027 include road maintenance projects, including the resurfacing of Cannon Hill Drive, Clarks Lane, and Williamsburg Drive; improvements to the Township Public Works facility and the entrance to the Administration Campus; storm sewer inlet improvements; and the purchase of communications equipment for public works vehicles. The Township will continue to pursue grant opportunities and intergovernmental partnerships to leverage external funding for these initiatives.
The 2027 budget demonstrates prudent financial management and a forward-looking approach to community stewardship. By maintaining a healthy fund balance, the Township is well-positioned to address future challenges and ensure the continued quality of life for Pocopson residents.
